Well they need to make a dragon ark or something were Luffy and Dragon team up and actually fight side by side. It would be an amazing Father and son tag team fights, but who should their opponents be? Perhaps a cupple of past enemies that came back even stronger with some of Dragons' enemies and tries to jump Luffy after getting him alone then, Dragon shows up... something like that. I am sure Shanks only motivation is to motivate luffy to come and fight him without hesitation. Caring about a jolly Roger or an island seems out of character. But if Bart hurt the inhabitants which he could very well do since he quite similar to kidd upon introduction, I could see shanks wanting avenge his vassels. Oda/Shanks needs to come up with a convincing excuse to pit the straw hats against the red haired pirates to test luffy and push to another level.
